Message from the Chairman

On behalf of the Executive Committee, I am pleased to welcome you to the Cambodia Trustees Association (CTA).

The establishment of CTA reflects Cambodia’s commitment to developing a professional, transparent, and well-regulated trust industry that supports national economic growth, financial stability, and investor confidence. As trust services play an increasingly important role in asset management, investment structuring, and succession planning, the need for strong governance and professional standards has never been more critical.

CTA was formed to serve as the collective voice of the trust industry, bringing together licensed trust service providers and professionals under a shared commitment to integrity, competence, and compliance. We work closely with the Trust Regulator and relevant stakeholders to support

effective regulatory implementation, promote best practices, and address emerging risks and market challenges.

One of CTA’s key priorities is to enhance clarity and understanding of trust arrangements, particularly by distinguishing properly regulated trusts from nominee arrangements, agency relationships, and informal holding structures. Through public education, professional training, and policy dialogue, we aim to strengthen trust literacy and promote the proper use of trust structures in Cambodia.

At the same time, CTA is committed to capacity building and professional development. A sustainable trust industry requires practitioners who understand fiduciary duties, legal principles, risk management, and regulatory compliance. CTA will continue to support training programs, competency frameworks, and regional cooperation to raise industry standards and protect the interests of clients and the public.

Looking ahead, CTA will remain a constructive partner to regulators, a responsible advocate for its members, and a trusted platform for dialogue within Cambodia’s financial ecosystem.
